PCG PCC builds new plant for specialty oxyalkylates in Terengganu

KUALA LUMPUR: Rebranded as PCG PCC Oxyalkylates Sdn Bhd, the joint venture (JV) company of Petronas Chemicals Group Bhd and PCC SE has reached a new milestone with a project for a new production facility for specialty oxyalkylates in Terengganu.

The joint venture celebrated the construction commencement ceremony of the project called OXY.my in October.

Petronas said the change of company name underscored the successful development of the JV company and the strategic partnership between PCG and PCC, reflecting exemplary Asian European collaboration.

The two companies completed establishment of their 50:50 joint venture company PCC Oxyalkylates Malaysia Sdn Bhd in 2020 with the goal to capture the growing oxyalkylates market in Asia as a strategically important centre of global consumer demand.

Meanwhile, PCG PCC Oxyalkylates is commencing work on the OXY.my project based on an engineering, procurement, construction and commissioning (EPCC) supervision contract.

The EPCC was awarded to a consortium consisting of Dialog E&C Sdn Bhd (DEC), Desmet Ballestra S.p.A (DBI) and Desmet Ballestra (M) Sdn Bhd.

This contract comprises the licensing, design, supply, installation, and commissioning of a plant producing specialty polyether-polyols and specialty surfactants with capacity of up to 70 kT per year.

The first of its kind in an Asean country, the plant will feature two production trains in the same location.

PCG PCC Oxyalkylates chief executive officer Szymon Gross said with the strength and expertise of both in-house experts and the consortium, the company was ensuring safe and excellent progress of its oxyalkylates project in Malaysia.

"Our commercial operation is scheduled to be up and running by the third quarter of 2023. We very well understand the challenges to be faced, especially during the current Covid-19 pandemic situation, and we will be following strict and enhanced health safety environment (HSE) and standard operating procedures set by the Ministry of Health as well our own internal guidelines.

"Our HSE team and that of the consortium will oversee all the processes to ensure that everyone on site will work and return home in good health," he said.
